Public Notice of EIA Draft for Comments – Tantalum-Niobium Production Line Quality Improvement Technical Transformation Project

In accordance with the Environmental Impact Assessment Law of the People's Republic of China and the Measures for Public Participation in Environmental Impact Assessment (Decree No. 4), the relevant information regarding public participation in the environmental impact assessment of the Tantalum-Niobium Production Line Quality Improvement Technical Transformation Project of Hengyang King Xing Lifeng New Materials Co., Ltd. is hereby announced. The details are as follows:

(I) Project Overview

Project Name: Tantalum-Niobium Production Line Quality Improvement Technical Transformation Project

Construction Location: Within Songmu Economic Development Zone, Hengyang, Hunan

Project Summary: The total investment for this project is RMB 45 million.

Construction Content: Construction of a 550-ton-per-year tantalum-niobium oxide production line, a 250-ton-per-year potassium fluorotantalate production line, and supporting facilities.

Pollution Sources and Environmental Protection Measures:

Waste Gas: The main sources include ore-grinding dust from the grinding process, leaching and washing exhaust from the leaching process, solvent extraction exhaust from the extraction process, neutralization exhaust from the neutralization and precipitation process, drying and calcination exhaust from the drying/calcination process, conversion and drying exhaust from the potassium fluorotantalate process, as well as natural gas roller kiln exhaust and wastewater treatment workshop exhaust. All emissions meet the applicable discharge standards.

Wastewater: The wastewater treatment follows the principles of "separate collection of rainwater and sewage, clean water and wastewater, and different types of wastewater." The main sources of wastewater include: leaching and washing wastewater from the tantalum-niobium smelting process, extraction wastewater, neutralization and precipitation wastewater, filtration and washing wastewater, potassium fluorotantalate centrifuge wastewater, acidic and alkaline waste gas treatment wastewater, initial rainwater, floor cleaning wastewater, and domestic sewage. All wastewater is collected and treated in the plant's wastewater treatment workshop before being discharged into the municipal pipeline for further treatment by the industrial park's wastewater treatment plant to meet the discharge standards.

Solid Waste: The main solid wastes include leaching filter residue, neutralization sludge from acidic wastewater, ammonia-containing wastewater sludge, waste reverse osmosis membranes from pure water production, waste oil, obsolete equipment, waste packaging bags/drums, and domestic waste from employees.

Noise: The main noise-generating equipment includes Raymond mills, spray towers, filter presses, fans, and high-power pumps. Measures such as selecting low-noise equipment, indoor sound insulation, and foundation vibration damping are adopted to minimize the impact on the surrounding environment.
